PHILADELPHIA The Town Council has passed a resolution opposing the development of Interstate 98, also known as the rooftop highway.
The discussed four-lane highway would connect I-81 in Watertown to I-87 in Champlain.
The town, in its resolution Wednesday, said Gov. Andrew M. Cuomo and state lawmakers should focus on improving infrastructure, such as Route 11, before building new highways.
Mr. Cuomo expressed support in January for studying the feasibility of I-98.
