GEDDES — State police charged James C. Hines II, 34, of Troy, with first-degree possession of a forged instrument and criminal possession of a controlled substance on Saturday at the New York State Fair.

Mr. Hines is accused of passing 17 counterfeit $20 U.S. bills to vendors at the fair, after troopers were alerted to the activity by vendors who had received the money. He also is accused of possessing synthetic marijuana.

Mr. Hines, who is on parole for two previous drug convictions, according to the state Department of Corrections and Community Supervision, was arraigned in Geddes Town Court and remanded to the Onondaga County Justice Center without bail.
