LOWVILLE — Lewis County sheriff’s deputies charged William Colwell, 37, of Number 4 Road, and Timothy Oster, 19, of Markham Street, Lyons Falls, with two counts of seventh-degree criminal possession of a controlled substance at 6:18 p.m. Tuesday on Utica Boulevard in the village.
Mr. Colwell also was charged with operating a motor vehicle while using a portable electronic device.
According to deputies, Mr. Colwell was stopped for texting while driving a vehicle in which Mr. Oster was a passenger. After a search by a K-9, both men were found to be in possession of bath salts, deputies said.
State police and village police assisted in the arrest. Mr. Colwell and Mr. Oster were issued tickets for Village Court.
