CONSTABLEVILLE — Lewis County sheriff’s deputies charged Gene C. Bailey, 37, of Lyons Falls, with fifth-degree criminal possession of stolen property after he allegedly presented a stolen safety and emissions inspection certificate.

Deputies started investigating the case in late May, following a complaint from Markham’s Automotive, James Street, that one of its certificates was stolen. The certificate later was found on a car owned by Mr. Bailey.

Also charged with having an uninspected motor vehicle and displaying a forged certificate at 9:31 a.m. Thursday, Mr. Bailey was issued an appearance ticket for West Turin Town Court.
