Russell man jailed after alleged hit and run

RUSSELL — A Russell man was jailed Friday after he allegedly swerved to strike a pedestrian on the side of the road.

St. Lawrence County sheriff’s deputies charged Donald M. Carlin Jr., 31, of 2785 County Route 24, with felony counts of second-degree assault and first-degree reckless endangerment.

Mr. Carlin also was charged with fourth-degree stalking, endangering the welfare of a child, reckless driving and leaving the scene of a personal injury accident.

He was ticketed for failure to keep right, operation of a vehicle with unsafe tires and operation of an uninspected vehicle.

Deputies allege that Mr. Carlin was heading southbound on County Route 24 near Pyrites-Russell Road at about 8 p.m., when he intentionally swerved off the road and struck Brandon W. Monroe, 34.

Mr. Carlin reportedly fled the scene southbound on County Route 24. He later turned himself in at the St. Lawrence County Sheriff’s Department office, Canton.

Mr. Monroe was taken to Canton-Potsdam Hospital by Russell Volunteer Rescue Squad with a broken left forearm and several cuts and bruises.Mr. Carlin was arraigned by Pierrepont Town Justice Robert G. Camp and sent to the St. Lawrence County jail, Canton, on $15,000 cash bail or $20,000 bond.
