Former Canton woman admits to raping 13-year-old boy

CANTON — A former Canton woman pleaded guilty Tuesday in St. Lawrence County Court to having sex with a 13-year-old boy on the Fourth of July.

Amanda L. Matott, 24, of 3626 County Route 14, Madrid, waived her right to have her case go before a St. Lawrence County grand jury for indictment and pleaded guilty to the Supreme Court information charging her with third-degree rape, a class E felony, in a plea deal.

She was arrested Aug. 9 following a multiagency investigation that included the St. Lawrence County Department of Social Services and Child Protective Department, which began in July and concluded that Matott, formerly of Canton Manor Apartments, served a 13-year-old alcohol before engaging in sexual activity.

In court Tuesday, she told County Judge Jerome J. Richards that she had sex with the minor on July 4. The admission was made as a part of the plea deal that is to include a split sentence of jail time and probation as well as sex offender registration. A no-contact order of protection was issued in favor of the boy.

Sentencing was scheduled for July 7, and Matott was released under continued probation supervision.

In other court action Tuesday:

Bernard W. Phillips II, 40, of 70 Hull Road, Gouverneur, was sentenced to five years’ probation and five days in St. Lawrence County jail after his Feb. 10 guilty plea to felony aggravated driving while intoxicated.

Mr. Phillips had a 0.20 percent blood alcohol content while driving Aug. 27 on Route 56 in the town of Norfolk. A BAC of 0.08 percent or higher constitutes proof of intoxication under state law. Aggravated DWI is charged when the BAC is 0.18 percent or more.

He previously was convicted of misdemeanor DWI on July 21, 2010, in Norfolk Town Court.

In addition to his probation and jail sentence, Mr. Phillips was ordered to pay $2,070 in fines, fees and surcharges.

James A. Regan, 24, Hannibal, was placed on one year of interim probation after his Sept. 17 guilty plea to the violent felony of second-degree assault.

Mr. Regan choked and assaulted his mother during a May 14 domestic incident at his former 38 Gouverneur St. residence.

If he is successful in completing his interim probation, he will not receive jail time.

Sentencing was adjourned to April 6, when he will be ordered to pay $1,376.74 in restitution and court fines, fees and surcharges totaling $137.67. Probation supervision was transferred to Oswego County, where Mr. Regan is living at Arbor House, a 16-bed community residence for people in recovery from a chemical dependence.

Tami S. Skeldon, 42, of 16 Hillcrest Drive, Star Lake, was sentenced to five years’ probation after her Feb. 10 guilty plea to aggravated DWI.

On June 20, on County Route 60 in the town of Clifton, Ms. Skeldon crashed her vehicle into a rock embankment while she had a 0.10 percent BAC with a 13-year-old passenger.

In addition to her probation sentence, she was ordered to pay court fines, fees and surcharges totaling $2,070

Robert J. Driscoll, 29, of 2 Rowley St., Gouverneur, was returned on a warrant for violating his Dec. 20 sentence of five years’ probation after his June 14 guilty plea to felony DWI.

As a part of his probation sentence, Mr. Driscoll was ordered not to disobey any local, state or federal laws. On Sunday he was charged by Ogdensburg city police with three counts of seventh-degree criminal possession of a controlled substance.

Police said they responded to a domestic incident in Ogdensburg involving Mr. Driscoll. When police searched him, they said, they found him in possession of hydrocodone, zolpidem and alprazolam.

Judge Richards sent him back to St. Lawrence County jail, where he is being held without bail.
