Massena Business Development Corporation authorizes expenditure for rail spur project

MASSENA — Larry Ralston, president of the Business Development Corporation for a Greater Massena, told village board members that the rail spur that would connect the industrial park to CSX’s main rail line was closer to becoming a reality.

“We’re closer now than we’ve ever been,” he said last week. “It is my hope we’ll have our first cars going across it in November.”

On Thursday, the development corporation’s board of directors took the next step and authorized an expenditure of $193,004 to pay for the rail spur project.

BDC officials said $190,004 will be paid to CSX, which will build the spur, while $3,000 will purchase an insurance policy necessary for the project to begin.

BDC executive board member Paul A. Rufa said grants BDC has received will cover the entire project’s costs.

“All of this money will be coming back through the grants, including the insurance,” he said. “We’ll be getting 90 percent of that back.”

The remaining 10 percent, which is considered the community’s local share, will be paid for with gaming compact money allocated to the BDC from the town.

Mr. Ralston thanked Mr. Rufa, who has handled the bulk of the work on the rail spur project, for his efforts.

“We really appreciate all the work you’ve done on this,” he said.

BDC Executive Director Thomas G. Sullivan agreed.

“The reason we’ve worked so hard on this is hopefully it will encourage others to locate there,” he said.
