Louisville Darlson D. Rupert, 42, Massena, was charged by state police with seventh-degree criminal possession of a controlled substance and aggravated unlicensed operation Friday morning.
Police said Mr. Rupert was driving on County Route 14 when he was stopped by the Border Patrol for crossing the center line several times.
Police said Mr. Rupert admitted to having codeine pills in his pocket and not in a prescription bottle. They said his license was suspended and revoked for a former DWI conviction and other offenses.
He is scheduled to appear in Town Court.
