WEST CARTHAGE — The Village Board of Trustees has set a public hearing on its proposed $1,441,176 budget for the 2014-15 fiscal year for 6 p.m. Monday at the municipal building, 61 High St.

The tentative spending plan is up $51,728, or 3.7 percent, over last year’s $1,389,448 budget. The tax levy for the fiscal year commencing June 1 is $569,514, which equals to an increase of $20,330, or 3.7 percent, over last year’s $549,184 amount to be raised by taxes.

The increase to the tax rate is due to increases in payroll expenses, electricity, state retirement, equipment purchases and upgrades to the village computer system.

The tentative tax rate is up 1.8 percent to $6.36 per $1,000 of assessed real property value. The 2013-14 rate was $6.25.

The budget includes annual salaries of $8,100 for the village mayor, $5,100 for the deputy mayor and $4,500 for each of three trustees.

“The department heads, Debi (Village Clerk/Treasurer Deborah J. Pierce) and the village board did a great job working together to reduce spending to keep the tax levy down, while we continue to provide a high level of service to our residents. With increased cost to electricity, pension, workers’ compensation and funding to cover the new mandated MS4 Stormwater program, we were still able to establish a budget under the acceptable tax cap,” Mayor Scott M. Burto said.

The budget is available for review at the village offices during normal business hours, 8 a.m. to 3 p.m. Monday through Friday.
