Colton sets aside $5,000 for asbestos abatement

COLTON - A downtown building described as an eyesore in recent years is closer to being part of Colton’s past.

The town received four bids for asbestos abatement work at the 90 Main St. building that must be completed before the building can be demolished.

Department of Public Works Superintendent Darren Richards notified the town board of the bids for the work.

Three of the contractors are based out of Massena, while one firm is located in Rochester.

“On the recommendations of ATL and others, four asbestos abatement contractors came in and bid for the abatement process - LVI Services, Jeda (Environmental, Inc.,) OP-TECH (Environmental Services) and AAC Contracting, Inc. (Rochester,)” Mr. Richards said.

“AAC was the highest bid at $8,394, OP-TECH was in the $7,000 range, Jeda was $4,625 and LVI Services was $3,270. I haven’t looked at a couple of things that I want to look at more for LVI yet, but my inclination is to go for LVI. But I wanted the board to pass - if LVI didn’t work out because of a couple of stipulations that they threw into their contract - I wanted to go with the money allocation of $4,625. In other words, if you do a money allocation for abatement of $5,000, it could be as low as $3,270 if everything checks out with LVI.”

The building, which is directly adjacent to the town hall, was formerly home to Julie’s Junque 2 Jems. The town purchased the building for $20,000 in January.

The property was previously owned by Arlene Gotham and has housed a laundromat in the past as well.

“It’s been used for many things over the years, but it has gradually deteriorated and we had to close off parts of the building where people were living in apartments because of the conditions of the building. It had become a bit of an eyesore in the town,” Town Supervisor Dennis B. Bulger said in January.

Mr. Richards will be in contact with LVI and Jeda to discuss their bids further before the contract is awarded.

“At the completion of (the abetment) they’ll get the utilities all disconnected over there as quickly as possible, and they’ll bring in a salvage crew that Darren has talked about to salvage anything that might be in there,” Mr. Bulger said. “Then come mid-May, we’re hoping then that this will fit into (Highway Superintendent Kevin Hawley’s), schedule and we could drop the building and get rid of it.”

Discussions have taken place as to what the site will be used for, and there are a handful of options. The idea of creating a neighborhood center has been talked about at length and is among the possibilities.
