WATERTOWN — State police said Hilda M. Dunn, 86, of Gouverneur, was using her cellphone while driving on Route 11 in the town of LeRay on Tuesday afternoon when she collided with a vehicle, leaving a passenger in the other vehicle with neck pain and a cut on her forehead.

Police said Jason D. Nelson, 33, of Oswego, and a female passenger were in his vehicle near the intersection of Route 342 when they were struck in the rear by Ms. Dunn’s vehicle at 12:40 p.m. Tuesday.

The passenger refused medical care, police said.

Police said Ms. Dunn likely was cited with use of a portable electronic device while driving, but could not confirm the charge.
