ROSSIE State police on Tuesday charged two Gouverneur men, Joseph E. Allen, 32, of 1235 Prospect St., and Ti J. Dahlberg, 35, of 47 McKean St., with misdemeanor seventh-degree criminal possession of a controlled substance. Mr. Allen additionally was charged with misdemeanor possession of a hypodermic instrument and unlawful possession of marijuana, a violation.
