GOUVERNEUR — State police on Monday charged Jesse R. Gates, 36, of Hammond, with aggravated driving while intoxicated, resisting arrest and speeding.

Troopers allege that about 2:30 a.m. on Route 58 in the village, they stopped Mr. Gates, who was driving a 1997 Ford Ranger, for speeding. Mr. Gates allegedly took off on foot and was taken into custody after a short foot pursuit, police said.

Mr. Gates’s blood alcohol content was 0.31 percent, police said, almost three times over the legal limit. Under state law, a BAC of 0.08 percent or more constitutes proof of intoxication. Aggravated DWI is charged when the BAC is 0.18 percent or higher.

Mr. Gates was arraigned in Town Court, where he posted $500 bail.
