LeRay sees options for expanding Sewer District 4 project

The town of LeRay will push forward with plans to expand the scope of its Sewer District 4 to cover dozens of additional properties.

The Town Council on Thursday authorized its engineer, Bernier, Carr & Associates, Watertown, to continue working on the design to include a series of properties in the area of County Route 138, and its attorney to talk with the state’s Environmental Facilities Corp. about increasing its loan from the corporation.

The project expansion would add 37 equivalent dwelling units to the project.

“A lot of people out there wanted sewer,” town Supervisor Ronald C. Taylor said after the meeting.

The council considered expansion after it received bids for work in the new district well below its expectations, allowing it to add new projects while remaining close to its initial cost estimate.

The project in the hamlet of Calcium and the Five Corners Road area is supported by a $2 million grant and $2 million interest-free loan from the corporation. The project will connect those areas to the sewer lines running from Fort Drum to Watertown’s wastewater treatment facility.

If the expansion were to happen, the town would add $300,000 to the loan, bringing the total estimated cost of the project to $4.3 million. The change would increase the town’s annual loan payment by $10,000, to $76,666.67.

However, for users of the new sewer district, the cost of the expansion would be balanced out by the additional users, keeping projections for first year EDU costs essentially flat.

Mr. Taylor said increasing the size of the project without increasing EDU costs in the district made it a good value.
