■ Florencio J. Verdugo, 23, of 228 Barnhart Road, Massena, was charged by state police with felony driving while intoxicated, aggravated unlicensed operation and using a vehicle without an ignition interlock device.

Police said Mr. Verdugo was stopped on East Orvis Street in the village of Massena for insufficient taillights.

Police said Mr. Verdugo’s license was suspended because of a previous DWI conviction.

Mr. Verdugo also was driving someone else’s car that didn’t have an interlock device, which takes the driver’s breath sample before starting. Mr. Verdugo has been required to have such a device, according to police.

Police said Mr. Verdugo refused a breath test and is being held at the St. Lawrence County jail, Canton, without bail.
