City waives code enforcement fee on three properties

Three property owners will receive waivers of a $150 city code enforcement surcharge for trash cleanup and lawn maintenance.

The Watertown City Council last Monday granted the waivers recommended by City Manager Sharon A. Addison.

They were for: Staff Sgt. Joseph Pelland, a deployed soldier who believed tenants were maintaining the house at 422 Cross St.; Staff Sgt. Nichelle Hughes, a soldier who moved away but still owns 245 Washington St.; and Reta Armstrong, an elderly woman who owns property at 327 Coffeen St. and the bill was sent to an incorrect address.

In all three instances, the property owners never had any previous violations.

The surcharges are for the paperwork and time spent by staff in notifying property owners about code violations for trash and lawn maintenance.

Council members learned Monday that the $150 code enforcement surcharge was a fee imposed years ago. The surcharge was never put into City Code, council members were told at last week’s meeting.
