WEST CARTHAGE After no negative comments during the public hearings, the Champion Town Council approved two measures overriding the state tax cap and changing zoning rules.
The board voted unanimously to allow for an override of the tax levy limit established by state law.
Supervisor Terry L. Buckley said that although the town hopes not to raise the tax levy, it is good have the override in place.
We have been lowering the tax rate. Well lower it again this year, the supervisor said.
Local contractors James D. Uhlinger and Scott O. Britton spoke in favor of the rezoning that will decrease the road frontage required for development in the town outside the village. Mr. Uhlinger said the change will make housing more affordable.
The change concerns the area requirements for parcels in R-1 and R-2 zones with public water and sewer service available. Changing the required frontage from 125 feet to 60 feet would make development more feasible and would maximize the use of the existing infrastructure, according to town Planning Board Chairman Peter J. LaBarge.
No one from the public objected to the zoning change; however, Councilman Stanley W. Buzzell voted against the measure.
Going from 125 feet to 60 feet is a lot, he said. Im not in agreement. Reduce it some, but to put in a 60-feet lot is going too far. Its too congested and against my belief of what the town of Champion should be.
Mr. Buckley said there would be no change in rural areas since there was no water and sewer, nor would any be put there because of the cost.
When I first got on the board there wasnt water and sewer in Great Bend, Farney Pit Road or Sayre Road ... you cant say never, Mr. Buzzell said. I dont want houses piled on top of each other.
The local law passed 4-1.
