William R. Frawley, 31, of 2 Front St., Newton Falls, was charged Monday night by state police with two counts of fourth-degree criminal mischief and one count each of first-degree criminal, contempt, a felony, and second-degree harassment.

Mr. Frawley is accused of preventing an unidentified victim from calling 911 by damaging the phone during a domestic dispute at a Theresa bar. Police said he violated a Jefferson County Family Court order of protection. He was taken to the Metro-Jefferson Public Safety Building, where was held on $1,000 bail.
