AGGRAVATED UNLICENSED OPERATION - Village police charged Hu Bingqian, 26, of Potsdam with third-degree aggravated unlicensed operation of a motor vehicle and ticketed him for failure to stop at stop sign at 1:48a.m. Saturday following a traffic stop on Chestnut Street. Police said the stop was made after they observed Bingqian fail to stop at the stop sign on Chestnut Street atLawrence Avenue. Further investigation revealed that the Bingqian had a suspended license.
