Alex Bay holds spending steady under 2013-14 tentative budget

ALEXANDRIA BAY — The village government will hold its general spending at roughly the same level as this year and decrease the tax levy, or revenue to be raised through property taxes, under its 2013-14 budget proposal.

Alexandria Bay will spend $1,722,897 in the 2013-14 fiscal year — a decrease of a little less than 1 percent compared with this year’s general budget amount, $1,724,330 — under its tentative budget.

The levy next fiscal year would be $889,451, a 5.8 percent decrease from $944,965 this year.

The total budget, including water and sewer district funds, will be $2,258,053 — down 0.5 percent from $2,271,630 this year — under the proposed budget.

Thanks to a $35,000 bump in sales tax revenue estimates and other smaller increases in earnings projected here and there — from parking meters, the municipal golf course, etc. — the village will be applying only $3,591 from its “rainy day fund” to balance its 2013-14 budget.

Last year, it took out $72,925 from its unappropriated general fund balance.

Because of a nearly $7 million drop in the village’s tax base, however, the tax rate next fiscal year will remain the same as this year’s at $7.92 per $1,000 of assessed value.

Alexandria Bay’s tax base, or the total assessed value of all taxable property in the village, is estimated to be $112,304,476 — down from $119,286,589 this fiscal year.

Village trustees’ and the mayor’s salaries will remain the same at $2,500 and $4,000, respectively.

The budget hearing will be held at 5 p.m. today at the village offices on Walton Street.
