Watertown Industrial Center completes reorganization plan

The Watertown Industrial Center has officially severed ties with the Jefferson County Industrial Development Agency.

At a meeting Tuesday morning, the WIC Local Development Corp. completed a reorganization by becoming a separate entity.

WIC became a stand-alone organization as a result of state Comptroller Thomas P. DiNapoli’s February 2012 ruling that employees of local development corporations tied to economic development agencies cannot belong to the state pension system. In recent months, the WIC board has been working on transforming the group into its own local development corporation, no longer associated with JCIDA.

The board passed a series of resolutions Tuesday to set up the organization.

As part of the reorganization, board members agreed to hire three JCIDA employees who will continue to run the center — William J. Soluri, site manager, Richard Lampman, head of maintenance, and Robert Deymont, maintenance worker.

Board members put together health and disability coverage for the three employees and agreed to hire the Rochester corporation Paychex to handle payroll responsibilities. The board will continue to work on finding retirement benefits for the workers.

The board authorized spending $1,265 to hire Creg Systems Corp. for a new phone system and as much as $495 for Sage Accounting Systems to work on the group’s new software. Board members had to purchase the equipment because WIC no longer can use JCIDA equipment.

As a result of the comptroller’s ruling, the board previously worked toward dissolving the organization and letting JCIDA take over the facility, but that strategy changed because JCIDA was worried about pending legal issues over environmental concerns at the center, a former New York Air Brake site.
