Pamelia Town Council approves DOT water line

The Pamelia Town Council created a new water district Monday that will enable the state Department of Transportation to build a waterline to its facility at 22430 Route 342.

Paid for wholly by DOT, the project will extend the town’s waterline west from the Nice N Easy Grocery Shoppe store and underneath Interstate 81 at Exit 48. The line will connect to four houses on Route 342 to the west of the highway before reaching the transportation department.

Because the state will pay for the project, residents in Water District 10 will not pay debt service on loans. The state, which will break ground on the project this spring, will turn over the water district to the town after the project is completed in the summer.

From Pamelia’s standpoint, the project could be the first step it needs to establish a large water district for residents on the western side of the town, said Supervisor Lawrence C. Longway. Boring a line underneath I-81 was a task that would have been difficult for the town to lead independently.

“The DOT is very particular about people boring underneath roads,” he said. “This is the first time we’ve had the chance to go under I-81, and this makes it cost-effective and could help the town get water down all of Route 12.”

Mr. Longway said extending infrastructure to the western side of I-81 could make the area attractive for real estate and commercial growth. Water and sewer infrastructure is available now only to residents on the east side of I-81.

In other business, the board approved a resolution to turn over Plaza Drive, Teal Drive and Murrock Circle to the Jefferson County Highway Department. Mr. Longway said those roads get heavy industrial traffic that causes more damage, making them more suitable for the county to maintain.

County officials approached Mr. Longway about taking ownership of Plaza Drive after the town banned trucks involved in the Creekwood Housing project on Mill Street from using it to access the site. Those trucks will now have access to the county-owned road.

The town has issued certificates of occupancy for three families to move into houses at the Deerfield Subdivision off Route 37 who have been waiting for National Grid to finish work since the fall.

A family moved in Tuesday night and the other two are expected to move in this weekend.

The sewer pump station at the site is expected to be activated by National Grid by Friday. In the meantime, waste from families living in the houses will be stored in a holding tank until it can be pumped out.

For nearly three months, the three families have been living in temporary lodging at the expense of the housing developer, Beacon Asset Managers of Jacksonville, Fla.

The developer plans to build 29 single-family houses and 39 duplexes at the 43-acre site.
