Jefferson Community College officials plan to break ground by April 1 on a residence hall that would be built on 6.55 acres on the Coffeen Street campus.
The Watertown City Council on Monday night approved changing the sites zoning from residence A to residence C, which allows a dormitory-style structure.
The city Planning Board must still approve site plans for the pair of four-story wings containing a total of 64 suites and 290 beds. Jefferson County owns the land where the dorms would be built.
The county still must clarify the ownership of two paper streets, North Kendall Avenue and North Hycliff Drive, before the site plans can be considered.
