CAPE VINCENT Local leaders might team up to send their best candidates to the state Article X ad hoc siting committee, which will weigh in on BPs Cape Vincent wind project application.
It will be a collaborative effort to agree upon the same four people, town of Cape Vincent Supervisor Urban C. Hirschey said. Weve got a lot of capable people in the community who are willing to step up to the plate.
Lyme Supervisor Scott G. Aubertine said that while the collaboration has not been formally agreed upon, the Lyme Town Council will review and research Cape Vincents four candidates and then decide whether to support them.
While none of the proposed 124 turbines will be placed in Lyme, the wind farm developer said it plans to seek state approval to run a transmission line connecting its wind farm to a substation in the town under the same Article X siting application.
Mr. Hirschey said at least one candidate the Cape Vincent board picks would be a Lyme resident.
The Jefferson County Board of Legislators also will be given the list for its consideration.
If the three boards agree to support the same candidates, the state will have a pool of just four candidates instead of 12 from which to appoint a pair of ad hoc committee members.
According to the state Department of Public Service, the list of candidates has to be submitted within 15 days of receipt of notification of the pre-application preliminary scoping statement.
BP plans to submit its preliminary scoping statement in mid-March.
Under Article X, within 30 days of receiving the list, the state Senates Republican leader, Dean G. Skelos of Long Island, and Assembly Speaker Sheldon Silver, D-Manhattan, each must select an ad hoc member.
If they miss the deadline, however, it would be up to Gov. Andrew M. Cuomo to appoint the ad hoc members, who get to vote on the outcome of siting reviews, from the list.
Mr. Hirschey is gathering resumes from candidates with a goal to finalize his list next month.
The Cape Vincent supervisor said, however, he does not plan to release the list at the Town Councils meeting in February.
Thats specifically my responsibility to pick the candidates, he said.
