Responding to a neighborhood complaint Thursday night, city police officers glanced through an opened window at 119 Stuart St., and saw a man smoking from a glass pipe, according to Watertown police.

The man was smoking crack cocaine, police allege. Officers subsequently visited the apartment, and charged three men and three women with seventh-degree criminal possession of a controlled substance, a misdemeaner.

Released and summoned to City Court are:

■ Robert W. Herman II, 48, the apartment resident.

■ Alonzo J. Wilkerson, 48, of 26274 Falcon Lane, Evans Mills.

■ Thomas C. Flanagan II, 44, Richville.

■ Elizabeth G. Skinner, 45, of 26138 Jewett Place, Calcium.

■ Tammy L. Gebo, 40, of 136 Palmer St.

■ Brandy A. Burnett, 36, homeless.

Mr. Herman was convicted of fifth-degree criminal sale of a controlled substance in January 2010 in Jefferson County Court.
