City Planning Board will consider zoning change for JCC dorms

City planners will get a first look this afternoon at plans for the proposed residence hall at Jefferson Community College.

Officials from Jefferson County, the college’s sponsor, have requested a zone change for the site where a pair of four-story wings containing a total of 64 suites and 290 beds would be constructed. For the project to proceed, the zoning district must be changed from residence A to residence C, which allows for a dormitory-type structure.

The city’s Planning Board would consider the zoning change before taking up approving the project’s site plans. Jefferson County owns the land where the dorms would be built.

According to a memo by Kenneth A. Mix, the city’s planning and community development coordinator, the county must clarify the ownership of two paper streets, North Kendall Avenue and North Hycliff Drive, before the zoning change can be considered. Site plan approval cannot take place on land not owned by the applicant, Mr. Mix wrote.

The Planning Board also will consider a tabled site plan for a 12,500-square-foot multiuse addition for Parkside Bible Church, 491 Eastern Blvd. The church wants to build the addition to accommodate more classroom space and a gymnasium/multiuse room.

In October, the Planning Board delayed taking action on the site plans for the $1.5 million project because it had concerns about access for fire trucks. The church has submitted modified plans that address the concerns.

However, Mr. Mix also has raised concerns about 43 mature trees that would be lost because church officials want to open that part of the property for lawn areas. The Planning Department would like to keep those trees, noting their importance for the urban forest in that section of the city.

At the meeting, the Planning Board also will hear a request for a waiver of the site plan for two small additions at Community Bank, 1125 Arsenal St., for the drive-up and ATM lanes.

The Planning Board meets at 3 p.m. in the third-floor council chambers at City Hall, 245 Washington St.
