City police charged Mark R. VanAllen, 39, of 418 Arsenal St., Apt. 3 with disorderly conduct, resisting arrest and unlawful possession of marijuana at 9:50 p.m. Monday after he allegedly attempted to start a fight.

Police said Mr. VanAllen attempted to fight Joshua Wilton, no address given, on the 400 block of Arsenal Street. When police confronted him, he allegedly pulled his arms away from the responding officers and attempted to fight them. Police said they also found a blue metal smoking device belonging to Mr. VanAllen that contained marijuana.
