W. Carthage board hears complaints

WEST CARTHAGE — The Dec. 3 Board of Trustees meeting was dedicated to unhappy residents and the village’s annual reorganizational meeting.

During the public comment period, Randy Johnson complained to the board about a neighbor who knocked down his fence while installing a security light and then harassed him. The matter was referred to the village police department.

Connie Schack also addressed the board concerning her belief that there are 80 missing feral cats that she feeds. Mayor Scott M. Burto said the village board cannot control cats that go missing. At a previous meeting, officials said the village does not have the funding to deal with the cat overpopulation problem.

The board approved a request by Rhonda Christman to park one car in the terrace at her residence because of a lack of parking.

The trustees authorized Mayor Burto contract with Bond, Schoeneck & King for union negotiation legal assistance. The firm will be paid $230 per hour with a one-way travel allowance.

It was decided not to open the ice skating rink at Getman Park on Franklin Street this winter.

Mayor Burto made several appointments that were approved by the board.

Mr. Burto will serve on the Utility Management Board and Health Board and be liaison to the Police Department and historian. Trustee Michael T. Bigness was named justice liaison and will serve on the River Area Council of Governments executive committee. Trustee Robert J. Peluso will be Department of Public Works liaison and a member of the Utility Management Board.

Trustees David Z. Rounds Sr. and Scott J. Sullivan will be recreation liaisons. Mr. Rounds also will be the fire department liaison. Mr. Sullivan was appointed deputy mayor, Utility Management Board member and buildings and grounds liaison.

The following one-year appointed positions were made:

n DPW superintendent and parking control officer, Donald M. Monaghan.

n CIDC representative, Mark W. Keddy.

n Code enforcement officer, Peter M. Crump Jr.

n Zoning enforcement officer and Planning Board chairman, Ronald J. Blinebry.

n Village attorney, Lawrence D. Hasseler.

n Dog control officer, Wannetta M. Monaghan.

n Planning Board recorder, deputy registrar and deputy clerk, Lou Ann Smith.

n Registrar and records access officer, Deborah J. Pierce.

n Court clerk, Margaret G. Cleland.

n Ethics Committee, LeRoy J. Homan and Ralph E. Bowman.

n Village historian, Harold I. Sanderson.

n Zoning Board chairman, Ronald J. Novak.

The board also approved five-year terms for Bruce H. Rounds to the Zoning Board of Appeals and for Paul S. Pierce to the Planning Board.
