Gouverneur works on sewer law

GOUVERNEUR — The village is updating its sewer law to clarify its responsibilities.

The village Board of Trustees will have a public hearing at 6:30 p.m. Nov. 20 in the municipal building on a law regulating the use and installation of public and private sewers and drains.

Mayor Ronald P. McDougall was not sure how many people the hearing might attract, but questions about village services have come up in recent months. The law has been in the works for some time and is a requirement of a state Department of Environmental Conservation consent order that requires the village to improve its operation, develop a maintenance and inspection plan and come up with better overall controls.

One of the goals of the revamped law will be to make sure everyone is treated the same so that select people do not have the village work on the private part of village sewers while others are turned away. The semblance of order will give the Department of Public Works a document that makes clear what services it should provide.

“It’ll be much clearer. The change will be along the lines of making it fair for everybody,” Mr. McDougall said. “It just makes good government.”

The change will remove the village from performing various sewer-related services better left to a contractor.

“There’s certainly things where village government should not be competing with private enterprise,” Mr. McDougall said. “That may or may not have been happening.”
